Planning and Analysis of the Execution of the Integrated Control of Dioxins Flow and Distribution in Environmental Media(2008)

The objectives of this project included (1) to collect information concerning management strategies and implementation status for handling and releasing quantities of Dioxin in other countries, (2) to review the reporting status for Dioxin release quantities in Taiwan, (3) to continuously expand and maintain the integrated information management system which focused on the database improvement for this system, (4) to help EPA to integrate Dioxin control measures into the Toxic Chemical Substances Control Act ,and establish reduction and management strategies for Dioxin control.The project collected information regarding implementation method for “Pollutant Release and Transfer Register” in other countries (EU, US, Japan etc.). According to responsibility of related government authorities regulated in environmental protection laws and regulations, the management of Dioxin release has been proposed to include in Toxic Chemical Substances Control Act which will provide countermeasures for controlling release quantity of Dioxin.Regarding the expansion of the integrated information management system, this project has input 1,417 Dioxin analysis data. This project also collected and posted 179 domestic and foreign Dioxin related news, 267 reports, 19 general knowledge articles, 7 law/regulation related information, and 40 technology articles. A multiple inquiry function has also been incorporated into the information system. This project established the education guidance of “the Persistent Organic pollutants information website”.This project also carried out ”2008 Persistent Organic pollutants Seminar” and four workshops, helped to advocate ”The National Implementation Plan of Republic of China under the Stockholm Convention on Persistent Organic Pollutants”, and drafted an Action Plan ” Reduction and Control Action Plan for Persistent Organic pollutants”.
